Cuban Dissident Guillermo Fariñas asked the European Parliament not to support the Political Dialogue and Cooperation Agreement (PDCA) with Cuba that was agreed by both parties in March. “The European Union is an essential factor for the Cuban regime in this confusing moment in Cuban history (…), especially at a time when Venezuela stops the aid and subsidies “, Fariñas stated. He stressed that the treaty in its current form will not help in transition of Cuba “dominated by an elite family and soldiers that are closely connected with Fidel and Raul Castro.” to democracy.

During the negotiations of the agreement the political opposition in Cuba was not consulted, Fariñas informed. He personally tried four times to inform the EU Ambassador to Havana, Herman Portocarera, about the views of opposition on the agreement, but he did not succeed.

The renowned dissident honored by the EU Parliament with the Sakharov Prize in 2010, asked for renegotiation of the provisions of the treaty that would include guarantees for the protection of the peaceful opposition and human rights.

In September, the European Commission began Parliamentary proceedings on the agreement for the 28 EU Member States. The European Commission wants to ensure that the agreement is approved this year by the European Parliament and the member countries.

Cuban opposition four times rejected

On March 11, 2016 the High Representative of the EU for Foreign Affairs and Security Policy Federica Mogherini, and Cuban Foreign Minister Bruno Rodriguez agreed on the current draft that violates the common policy of the EU introduced in 1996 that the economic cooperation is linked to the country’s progress on human rights.

Mogherini called the Agreement “a turning point” in relations between EU and Cuba. “This contractual arrangement creates a clear common framework for intensified political dialogue, increased cooperation across a wide range of policy areas, and a precious platform for developing joint action on regional and international issues”, she stated.

A group of EU Parliamentarians led by Mr. Bas Belder expressed serious concern in the letter to Ms. Mogherini regarding the fact that Mr. Fariñas was denied a meeting with the EU Ambassador in Havana.

The visit of the prominent Cuban dissident Guillermo Fariñas is another attempt of the Cuban Democrats to alarm free world to the reality of the Castro regime that continues suppress truth and democracy in the country with terror and bureaucratic repression.
